On 31 October, Russian Airliner KGL9268 crashed over the Sinai Peninsula in Egypt, killing all 224 people on board. FIFA president Sepp Blatter in an interview with Russian news agency Tass discussed a plan formed in 2010 about rigging the locations of the World Cup in 2018 and 2022 in Russia and the United States respectively. The United States and Russia have come to terms on several issues in a Syrian conflict, including shared airspace and the backing of anti-Islamic State (IS) regimes. Despite the current recession in the Russian economy the draft budget for 2016 will see its 17th year of consecutive funding increase for the military budget in response to the Syrian crisis. On 13 October Russian President Vladimir Putin spoke at the VTB Capital Investment Forum claiming that the “trough of the crisis” in reference to the economic issues Russia have been facing over the past few months. Despite signing an economic treaty with Ukraine, German chancellor Angela Merkel promises that this new deal is not anti-Russian and will continue to foster Russo-German relations.
