After seemingly turning the corner with regards to terrorism in 2015, Pakistan experienced a spate of terrorist attacks in the first month of 2016, causing 60 deaths in 20 days. The government finalised plans to carry out the first census since 1998. An Indian airbase was attacked just after Pakistan and India agreed to a meeting between their foreign secretaries which was therefore delayed. Pakistan reacted to the execution of Saudi Shia cleric Nimr by promising Saudi Arabia non-military support while attempting to mediate between Iran and Saudi Arabia. The government is considering upgrading part of Pakistan-administered Kashmir to the status of ‘province’, perhaps signalling moves towards accepting the division of Kashmir as permanent. The head of the Pakistan army has said he will resign on time. A bill to protect working women has been adopted in the underdeveloped Balochistan province.
